OpenAI has reached a strategic cooperation with Oracle, and enterprise customers can access OpenAI models and Codex services through Oracle Cloud's committed consumption quota.

This collaboration embeds OpenAI’s services into Oracle’s cloud ecosystem. For enterprise customers who have already made large-scale investments in Oracle Cloud, this significantly lowers the barrier to entry for AI capabilities - they can use OpenAI's models within their existing cloud budget framework.
The cooperation includes: Oracle Cloud customers can directly call OpenAI’s API through OCI (Oracle Cloud Infrastructure) and obtain unified billing and support services. Codex's agent programming capabilities are also included in the scope of cooperation, and companies can deploy Codex-based automated workflows in Oracle Cloud environments.
Oracle's deep roots in the enterprise SaaS and database markets make it an ideal conduit for OpenAI to acquire enterprise customers. The partnership with Oracle complements OpenAI's previous collaboration with Microsoft Azure - Azure is geared toward developers and general AI scenarios, while Oracle is aimed squarely at the core IT systems of large enterprises.
